My sister is having a baby!
It’s the first baby in the family and we are all over the moon.
I want to throw her an amazing baby shower but money is definitely tight.
The only thing she has said she wants is a cupcake tower in place of a cake. (I had one at my wedding and she loved it)

You can have your main decoration a giant clothesline that goes across a wall and any clothes she gets for the baby (or already has), you can pin it up. There are decorations (invitations, etc) that already have the baby clothesline theme.
One thing I did at my sister’s baby shower (first one in the family as well and I was on a tight budget) was to set up a scrapbook table. I just had an empty photoalbum (the kind for scrapbooking, baby themed, of course) and bought a bunch of baby-themed scrapbook decorations, scissors, paper, glue, glitter, etc and fanned it all out over the table and asked each guest create a page for the book. It went over really well.
Talk to your sister’s best friends and close relatives. If any of them offer to help, don’t turn it down! My sisters friends saved me that day. Instead of not wanting to impose on them, when they offered to help, I said “Sure, can you bring a veggie platter?” or the drinks or something of that nature. Or, if you have an aunt (example, of course) that makes an awesome finger food (veggie dip, chip dip, etc), flatter her and say how much everyone loves it and would she PLEASE bring it to the shower. You’ll be amazed at all the folks willing to help.
